if i hit the throttle again it fixes it most of the time.

Check to make sure the floor mat isn't making it stick. lol

But seriously, your throttle cable needs adjusting or replacement.

 

i have a 2004 ex as well.

 

The whole Toyota throttle stick was a hoax set up by our government. Anyways...adjust your throttle cable and clean all around the pulley jig where the cable wraps around.

 

pull intake arm off throttle body, get cloth and brake cleaner/carb cleaner, spray rag open valve of throttle body and clean all the old gunk out of there.

 

fixed, replaced the cable.

 

Old tooth brush works way better then a rag .
and as a former toyota tech this made me lol
