Default Will a D16Z6 swap in a 99 hatch pass emissions in AZ?

Ok I have been searching all over the net to see if I can find the answer to this question. I am wanting to swap a 1993 d16z6 into my 99 hatch. To do this I will have to go from obdII to obdI, is this smog legal in Arizona? If not, then what will I have to do? Any help is much appreciated.

It's against federal law to swap an engine into your car that's older than your car.

That brochure specifically says that your car's OBDII port will be scanned.

If you have an OBDII car and switch to OBDI your OBDII DLC (data link connector) will no longer operate. This means you need to stay OBDII in order to pass emissions.

For light-duty vehicles, installation of a light-duty engine into a different light-duty vehicle by any person would be considered tampering unless the resulting vehicle is identical (with regard to all emission related parts, engine design parameters, and engine calibrations) to a certified configuration of the same or newer model year as the vehicle chassis, or if there is a reasonable basis for knowing that emissions are not adversely affected as described in Memo 1A. The appropriate source for technical information regarding the certified configuration of a vehicle of a particular model year is the vehicle manufacturer.

I live in Mesa Az and own a 98 Civic Hx with a Ls Vtec swap converted to OBD1 with a P28 chipped with Hondata. I had to go to emissions back in july and I passed with no issue. It depends on what testing station you go to though. I went to the one in Mesa on Greenfield Rd, they will pass OBD1 converted Hondas.

depends if your testing place test via a dyno or throught the exhaust or if the test via the OBD2 port to see if sensors have run checks... You need to find out how they test then get back to us

Possible, but still illegal. The OP wants to know if it's legal or not.

Just remember as long as it's a 1999 or newer engine (your state might also require it to be from another passenger car, not a light truck such as the CR-V) then you should be good.

From searching the other day it seems the EPA might also technically not like overseas engines too...

Glad I've got a 2000 engine in my 1998 and the engine is from a USDM car.

Does anyone know where we can get a copy of "Memo 1A"? I don't know enough about the EG chassis. Is the EG with a D16Z6 considered an LEV? If it is, that might be a way to legally get older motors into the EJ chassis.

Search the EPA's website. There might be a way to purchase it.

LEV vehicles says LEV on the glass usually btw.

I'm thinking it is unlikely that you can put an older engine into the car. Just not worth the trouble when newer comparable engines are so easy to find and still cheap.

Exactly what engine would be preferable to put in the vehicle and WHY would it be preferable/worth the possible fight?

I know LEV's say LEV on the glass, but there isn't an EG sitting in my drive way, and I'm not going to go driving around to find one when someone on here probably has one.

I'm not saying any particular motor would be preferable, I'm just thinking theory with this.

I don't think it would be worth the trouble. Get an engine the year of your vehicle or newer and there won't be any questions. It would suck to have an engine older than your car swapped into said car, only to be told that it was illegal and you need to remove it or else your vehicle can't be registered.
