89 Civic SI Smog issue

Default 89 Civic SI Smog issue

Attached is a screen print of 2 failed smog test reports. Here's a brief history of what has been done.

Bought this car around 6 months ago. Prior to that, it was sitting for a year (torn axle boots). I knew I shouldn't have, but I took it straight to the smog shop without tuning it up first. Failed with high CO% (0.63).

Tuned the car up after that (oil/filter change, air filter, fuel filter, spark plugs, spark plug wires, distributor cap/rotor, drained old gas, and added fuel treatment)....took it back to the smog shop and failed again...this time with a 24 BTDC ignition timing (probably advanced that high when I removed distributor).

The smog tech said that if I retard the ignition timing, sure it will resolve that issue, but will raise the CO%. Given that I barely passed the CO% at 25mpg, the tech said that I'd fail.

Anyone have any ideas on how to get this thing to pass?

Looks like the results on the attachment cant be read. The CO% on the 1st test measured at 0.63 with a 0.46 max. The ignition timing was 17 BTDC.

The Second test failed ignition timing at 24 BTDC and the CO% measured and passed at 0.40 with the 0.46 max.

These are what's circled/underlined in red.
