96 civic car surges when cold

Default 96 civic car surges when cold

I have a 96 civic ex with a d16y8. The problem is when the car is cold it lack some power when you start to drive then when it warms up its fine. I re placed both o2 sensors. And did a full tune up plugs, wire cap rotor and wires. Plugs are gap at .44 someone told me it could be the idle control valve so cleaned it and its still doing thr samething, so i bought a new one and still the same problem the car has no cat just a test pipe thsts the way i bought it and theres no engine check lights on

have you checked the air intake temp sensor?

Is there a way to check the sensor or should i just replace it?

unplug it and see if theres any fluctuation in engine speed.

or

swap with another civic with a know good running engine for diagnosis
