Default 95 del sol/b16 - sputters when given throttle

Whats up guys i just purchased a 95 del sol with a b16 swap in it. My problem is that whenever is give it to much throttle it starts stuttering like if it was hitting fuel cut or something but it will keep climbing in speed very slowly in 1st and 2nd but in the higher gears its even worse and if anything i lose speed. i bought new plugs and wires and nothing changed. it will only run decent if i barely touch the gas and it idles fine but can barely start when its cold , itll take a couple of tries. i took the cap off the distributer and everything looks brand new no corrosion or anything. Also the fuel pump looks pretty new but the filter attached to the pump (that little bag thing) looks dirty and idk if that would affect it much. The guy said he thinks its the ecu but idk about that. If anyone can gimme some ideas of what else to try it would be much appreciated thankyou.

Sounds like a primary/secondary ignition problem. Inspect the wires and coil for proper resistance/installation.

Any trouble codes?

I checked the resistance on the wires and they were odd 2 were at 1.4 and the other 2 were at like .8-.9 and they are brand new. Im gonna check for trouble codes today. How could i check for coil proper installation?

Have you checked the mechanical and electronic timing. Mine was doing that earlier this week when my adjustable came gear had slipped (the screws came loose) The car ran like crap and felt like it was loosing speed/power at high rpms.

Ok so i havent gotten to work on it yet but i will tomorrow. I do have an update though, since i purchased it i only burned half a tank of gas and decided id fill that half i burned with 93. After driving on whatever was in it and the 93 i put it , it starts to run a bit better now. today i was actually able to floor it in second and hit vtec. it still feels very under powered and stutters every now and then if i give it to much gas but nowhere near as bad as before and every now and then idles a bit low like 500 rpms. Possibly has a dirty fuel system?

Does the CEL work?

Check the ignition timing with a timing gun.

Measure the fuel pressure.

del sol ecu is p30. does p 28 have a knock sensor board?
i know p30 does
weak coil or ignitor can cause weak spark.
incorrect timing can haz unburned fuel that clogs ur o2 sensor and make it even worse
bosch o2 sensor doesnt read proper voltage
maybe snap a picture of ur engine bay so we might be able to find an obvious problem...
