Default Boost issue

It's a b18c1 turbo. I can't get it to boost past 15 psi. First had a ebc and it didn't work. So tried a mbc and still can't get past 15 psi. Checked and fixed all boost leaks. Next thing I tried was took off the wastegate and made a block off plate. So I completely eliminated the wg. Now the turbo should boost til it can't no more. Boost cut at 20 psi just in case. Go for a ride and turbo still won't make it past 15 psi. My buddies are telling me it's the turbo. Its a precision t68. No shaft play. Turbo seems fine in my opinion. Anyone ever experience this? Or have any ideas?

don't have any idea on what it is.
best thing to do is try a different turbo and see if you can go past 15psi with it.

could be a restriction somewhere..?

what manifold?
what size downpipe and exhaust piping?

Boost,leak? Ripped coupler loose clamp. Cracked turbine housing blown gaskets...
