Car Idles really high till it warms up?

I have a 1995 Acura integra b18. It idles around 2500-3000 rpm untill the car warms up. I replaced the IAC motor, Checked for vaccum leaks.. Replaced the Fast Idle Valve. Not sure what else to do.

Throttle cable to tight? Or set screw for throttle out to far?

i had that before. idle only to 1500 though but i replaced my dizzy and that fixed the problem.
