My car just started making this whining noise a few days ago does it while idoling and driving. Any ideas as to what this could be? hoping a cheap belt fix is the answer.

 

put some belt dressing on the belt.....if it goes away, its the belt.

My power steering pump when it went bad made a "whining noise" check the p/s fluid...is it very very dark and smelt burnt? if so that may be the culprit.
