Have you attempted to maybe adjust the idle yourself?

Yeah the check engine light is on. I've messes with the throttle cable and it's not too tight. But if I pull the throttle back the idle will go down to around a grand until I take my hand off if it.

Last time I checked that was NOT the way to adjust the throttle. Check teh FAQs for a write up of the process if you need one.

Idle is the same even when throttle cable is disconnected.

Adjust idle adjustment screw and see what happens. Also pull the code for your check engine light.

That's for OBD2, his is OBD1 and will work the same however has nothing to do with adjusting idle. Checking the engine light (if his is on) is the same JDM or USDM.
