Idle issue only on first start-up! :(
98 GSR, completely stock motor.
Okay, I have been searching and searching and still can't come to a conclusion.
(Please read carefully because I might confuse you so I'll try to explain it as clear as possible. Thank you.)
So at the first start-up when the engine is cold, it idles at 1.5k rpm, and as I start to drive and put on NEUTRAL, it idles at 2 - 2.5k rpm WHILE coasting. Until I make a COMPLETE stop then it'll drop to 1.5k rpm.
THEN
I would turn the car off (keys are still in, a quick down and up again. no waiting) and starting up again which then idles at 700rpm and coasting at 1 - 1.5k rpm. it has stalled on my 3 times after i came to a complete stop, random stalls... (not in gears)
Cleaned out the iacv (I DO NOT have the FITV, i know about the plastic screw or whatever)
CEL was giving me a code 13 so i changed out the ECU, problem solved just not the idling
cleaned throttle body
Changed the map sensor while ecu is unplugged then replug the ecu
bleed coolant/radiator
place my palm on the TB and my car died
sprayed throttle cleaner around intake manifold for leaks
At this point I'm outta ideas, so hopefully someone would be able to give me so pointers of what I didnt try.

Sounds exactly like the IACV. Mine has been doing that recently. I had to clean it out 3 times and also reset the idle.
If you didn't reset the idle, that may be your problem. With the IACV unplugged, it should idle at about 450 RPM when fully warm.
