Default ECU/ECM or Immobilizer Question

VEH: 2004 Honda Civic EX V-TEC (Had major tuneup to include timing belts and fluids changed appx 500 miles ago)

History:
I was driving at 80 mph on the freeway when all the sudden the green immobilizer key began to flash and the engine cut off. No check engine light came on. Car cranks like hell but will not start.

There is no immobilizer key flashing and the CEL is not on. Had it towed to a family mechanic due to the fact we were on our way to the airport for our honeymoon. He is claiming its the ECU thats defective. I have searched like hell regarding this. Is it possible the ECU can go bad with no CEL? If its not the ECU, then what else could it be?
