Default D16 acceleration problems

I have a dohc d16zc.my motor revs pretty strong in neutral but once there is load on the motor it doesnt run good at all.its hard to get the car moving.from a dead stop until 2000 rpm it sputters and has no power what so ever.once I get past 2k it seems to break free and it runs like a champ.when I put the pedal to the floor it doesnt want to even move but when I give it like 8th throttle it accelerates fine.i was thinking it was a broken tps sensor but I used a multimeter and it checked out pretty good(.5 volts closed throttle,4.35 volts wot)when I take the tps plug off it runs exactly like it does when its plugged in.could the tps still be broken if its reading the right voltage?

and another thing in your throttle body there is a slot that the tps has to slide into inside you can just stick it on and put bolts in, if you didnt know this already
