97 civic ex cruise control don't light up or work

like the title says. i have taken out the cruise control and clean it , it was so dusty, i also check that the wires are intact and not loose. i also checked the cruise control fuse#14 and it's fine.
i dont know how to set the cruise control either, i press the button then start the engine? it might be that i don't know how to use it or it doesn't works and i need help from you guys/gals.
btw what vacuum line connects to the back of the manifold? i check and it was nothing there and connected the vaccum line from a canister on the driver side top corner to the manifold.
EDIT: also my car does not have a airbag in the steering wheels forgot to mention

What do you mean you took out the cruise control to clean it? I have never heard of anyone ever having the need to do such a thing.
Was it working BEFORE you cleaned it?
Car on. Drive. Press cruise control button and it should light up. Achieve desired speed. "SET". Remove foot from accelerator. If cruise control is working car will maintain the speed you set. You can then use the controls on the steering wheel to accelerate or decelerate. Drive to automotive store and purchase car manual appropriate for your make/model. To disengage cruise control step on brake/accelerator or turn off cruise control.

no it wasn't working when i cleaned it. i pulled it out to see if it was connected or if it had loose wires but everything looks fine.
i have tryed what you said and it doesn't light up.
For the moment lets just assume the light doesn't work.... Get going more that 40mph (won't work any slower that that)..... Be on the safe side and make it 55. and hit the set button and let off the gas... If you slow down more than 5 mph, it didn't enguage (these cruse controls are a bit sluggish compared to other cars). Hit the cruse control button on the dash and try again. If it still doesn't work then there really is something wrong with it...
Does your horn work and does your srs light come on and stay on? If so, the cable reel is broken.

The cruise control button on your steering wheel gets it's power from the CABLE REEL (also referred to as a "clock spring" by salvage yards) and when you said you're missing your airbag I'll bet you're also missing the cable reel, or it's broken/damaged internally.

Lord. I wish you would have said you removed the airbag in the first post. You edited that in MUCH later I see. Would have helped up front to avoid all this confusion.

i did what you said but rolling at 25mph and bang i was able to turned on my cruise control it works

My cruise control doesn't work and my SRS light is on. I see the diagram up top showing the cable reel. I'm assuming that is located behind the steering wheel?
How could this go bad and how hard is it to replace?

Update, I was able to reset the SRS light but the CC still doesn't work. I replaced the brake pedal switch with a rubber stopper so it's tall enough. Can't figure out why else the cruise control doesn't work.
