Mini-me swap problems

So 2 days ago i acquired a beautiful 4 door. The owner did a mini-me swap about a year ago and let it sit in his garage for that duration after growing tired of the issue its having.
So here i am ask you noobs, experts, and enthusiast what the fricken issue could be. The head is from a 96 EK Vtec-E. Bottom end is a D15b1.
The wiring seems to be all good although there is a TPS code on the CEL as well as a A/T lock-up but idk wth that is. So i checked the TPS wiring to make sure the person switched the wires over like they were supposed to. I switched them over and plug the TPS in and start the motor...No start...I try again and again and again, and FINALLY she starts. Idles very smooth right at 900 RPM, BUUUUUT as soon as i tap the gas she dies.
SO i try again, she starts and idles, then when i tap the gas she climbs and dies. So i start her, let her run and pull the TPS off...NOTHING HAPPENED!!! She stays running the same. I jump to the conclusion that the TPS is bad all together, so i go to autozone and buy a brand new one. The new one is on right now. I start her again after the new install and its still running crappy. so i turn off and take the spark plugs out. Theres spark going through the wires but its kinda weak on cylinders 3 and 4 . 1 and 2 are the ones that have serious noticeability when pulled. Spark plugs 1 and 2 have white tips and black all around. 3 and 4 are mostly black all around.
Fuel pump primes fine and is spitting fuel. I looked down the cylinder holes and noticed that cylinder 3 and 4 are more wet than cylinder 1 and 2. So is it the the rotor or the wires that are acting up? someone please help! also the gas IS 1 year old so more than likely it could be the crappy gas aiding to the problem buut it was acting the same when he put fresh fuel in a year ago...please help!!!

I WOULD TRIPLE CHECK ALL THE WIRING BUT TO ME IT SOUNDS YOU HAVE SOME INJECTORS NOT CLOSING ALL THE WAY AND IT NEEDS A TUNE UP CAP,ROTORS,WIRES,PLUGS.I WOULD DRAIN THAT NASTY GAS OUT AND PUT SOME 93OCT AND SOME GOOD INJECTOR CLEANER.
i wouldnt go as far as putting 93 in it, just put the normal grade gas you usually put in but drian your tank and try fresh gas. have you tested the dizzy? how old do the wires look? i'd check all the grounds, test the dizzy make sure all the wiring is correct first and then start a tune up, cap, rotor plugs if it needs it. check your timing. what color are the wires at the tps? the previous owner mihgt of mixed up a plug maybe. also check all your fuses, under the hood and dash. i've seen sometime that fuse 14 under the dash blows and the car wont start
so the code 19 at lock up, is the car a auto or mt, n u can always find a p28 couldnt u? did the last owner say anything about possible head problems? maybe the timing is off, when i did a dual cam i had to have the cams facing the rite way, maybe pull the valve cover and check all the marks, i believe u set on the red mark, and when its running u time on the white mark

The code 19 isn't going to hurt anything. Only thing is that your engine will be running on AT maps, but it's nothing serious to even worry about.
Try flipping your TPS wires.
If that doesn't work, then try calibrating your TPS.

Well today i pulled the IACV off and brake cleaned the ish out of it...nothing... i clicks when i turn on the car and when i have the battery connected straight to it but it still mkes the car run like pure ish when idling and stuff. maybe a new one is needed idk
