Default Gas smell and gas leaking from tank (92 civic DX)

Got another issue...this time with my 92. I started noticing a really strong gas smell near the rear drivers side of my car, it would get worse and worse the more I drove and the fuel tank seemed to be building up a lot of pressure. I got under the car and could see that gas was running down the bottom half of the gas tank, and I traced the leak to a rusty spot where the tank halves were welded together.

It got so bad that there was a small amount of gas pooling under the car so I replaced the fuel tank with another used one and swapped over the fuel pump and sending unit. It seemed like it fixed it, but then a week or so later I started to notice the same smell. I checked underneath and I see gas running down the bottom half of the tank again and the tank is still building up pressure. I thought it was a clogged vent line so I checked with a mity-vac and the line from the charcoal canister wasn't clogged, nor was the 2 way valve. I put vacuum to the fume vent outlet on the tank, with the gas cap off, and the vacuum will build as I pump it up and slowly bleed off. It seems like there is some restriction in the outlet but I doubt that I got two bad tanks in a row to cause this. There are no CEL codes.

Has anyone ever cut open a tank? Is there anything in the fume vent on the tank to restrict the outflow? Anyone ever had this issue?

Another idea, I think my fuel pump might be overheating causing the fuel to heat up too much and causing the pressure buildup. Has anyone heard of this happening?

It wasn't related to my fuel pump.
During one summer, if I would refuel and try to top it off as much as possible, I would find that the fuel would be running out of the tank via the filler neck and down the side of the car. Needless to say I don't do that anymore so I don't have that issue.

I replaced the pump/sending unit asm with another that I had laying around, and I think it fixed it. I noticed the rubber pressure hose was a bit kinked from when I had replaced the tank so I'm not sure if it was that or the pump but it doesn't seem to be building pressure now.
