Need help with hacked up OBD2 Harness

I didnt do this but im confused on why the ecu harness, some of the wires is going through the dash harness. This is a 98 teg 5-speed.

Did this car have a swap done to it? Did the PO attempt a wire tuck?

I have no clue. But mainly i want to know if anyone has ever seen the ecu wires run through the dash like that.
