Default pulley problems

The previous owner of this engine I'm rebuilding decided to pry off (destroy) the timing belt cover. also, aparently they tried prying off the crankshaft pulley, chipping the pulley.

Is this going to cause problems for me? I'm afraid it might throw the crankshaft balance off, or chew up the belt.

If I do replace it, do any of the performance underdrive pulley kits replace this pulley, or do they just replace the accesory pulleys?
