integra jdm type r bumper problem

integra jdm type r bumper problem
I dont know why this is happening especially before i sell my car but...
On my passenger side my bumper hangs leaving a small gap between the lights and bumper. There is a tab on the reinforcement bar that i bend up but the tab seems too short to hold the bumper up.... Is the tab the only thing that holds and closes the gap?
Is my only solution is to make the tab longer? Please help, I dont have a mig welder to make the tab longer, im going to try wrapping it with big zip ties to extend it, maybe stick some rubber on the tab, hmmm i think it will work.
