Default is ignition timing suppose to fluctuate?

i burrowed my friends scan-gauge for a day and i notice my ignition timing is fluctuating from 13.5-17 degrees. i know stock is suppose to be dead on at 16. last time i smogged my car, the tech said my timing was perfect and dead on at 16 degrees. about 1.5 years ago..never made any adjustments to the car.

car is 2001 integra ls 5spd. only performance mod is intake and exhaust. 123,000 miles

is the ignition suppose to fluctuate around 13.5-17 degrees when idling???

The ECU constantly makes ignition adjustments based on a wide variety of factors. The 'base' ignition timing is set at 16, but the car will rarely spend much time at a given ignition value when it's actually in operation.
