b16b ecu help needed !!!!!
i have searched but when it comes to wiring im just not the greatest 
i will be getting a b16b and i will be going either 1 or 2 routes,
i will be putting a b18c crank and connecting rods on it therfore stroking it too 1.8L and a new header, exhaust and a good tune
or else,
i will get cams, intake, header and exhaust and a good tune
either way i want 200 hp and hopefully 30mpg+
whats my best choice?

Best bet would be to search your local area for a tuner. Find out what hardware and software they are comfortable with and go from there. No sense in buying a chipped P28 if no one around you knows what to do with it. However, I'm sure there are tuners in your area that can, best to talk to them first though.

Another question is... the civic i will be gettin is an eg3 so if i got a loom of an eg6 b16a engine, will it plug into the b16b and into the eg3 ?

Mostly. The b16b and b18c blocks are externally identical and share the same head with the b16a (except for the b18c1, but externally very similar). The b16a block is just slightly shorter. There will be some things that are slightly different due to different generations but the harness will reach fine. No need for different axles, linkages, or anything else.
