Icon2 Possible ECU problem, Car driving awkward, horrible gas mileage.

General Info on the car before continuing:

Model: 93 Civic EG Hatchback
Motor: Poor Man's Type R; GSR Bottom end, B16 Vtec head swap. GSR cams, rods Etc.
Info: Head has yet to be really broken into, it ran fine when the head was swapped, but after sitting for 3 months and being untouched, the ECU needed replacing. It's running a P28 GSR stock. (It had a skunk 2 chipped ECU when the previous owner had it) It's currently running extremely rich as well. The plugs, wires Etc. all sat for the 3 months as well before I owned it.

NOTE: The car has never been tuned, but drove fine after the head swap.
I ran the engine codes and I get 14 and 23, which are the Knock Sensor, and IACV.

Right now when driving, it's fine when the gas is being pressed down but once i left off even a bit it starts to choke as if it's not getting the gas it needs. It doesn't drive at it's full potential, almost feels as if it's sputtering.

My questions/concerns:

Will replacing the ECU with another skunk 2 chipped fix most of the problems? Of course, while also upgrading to NGK plugs and wires and changing out the usual maintenance stuff.

I know a Tune will do the job or help significantly but I'm trying to save money here and get it running well for now until I'm ready to drop big money into it.

I think you need the correct chipped ECU and a proper tune. Also troubleshoot and fix the causes of codes 14 and 23.
