Default rpm's won't drop with clutch engaged?

i've searched on this forum and can't find the answer or helpful hint that i'm looking for. I just bought a 99 civic 4 door, ex, 5spd. and when i push the clutch in to coast to a light, the rpms won't drop for some reason. only when i come to a COMPLETE STOP will the rpm's drop down and only from 2500 to 1500.

I can get the rpm's to drop if i put my foot under the pedal and pull backwards on the gas, which will cause it to drop down to the idle spot at 600-800.

this problem only happens about 50% of the time. some days i can get in it and the car acts fine, other times this happens. i checked the throttle cable and gas pedal and have found no slack or pinching points.

any help would be greatly appreciated

Ihave been having the same problem, and I think my throttle plat e is sticking... take off the throttle body, and use some carb clean, and a toothbrush to clean where the plate contacts the throttle bore, there might be carbon build up

This^

And also properly adjust the throttle cable tension. There should be as much as 1/2" of slack.
