Default Problems w/ #0187. no VTEC, stock motor, no CEL

Hello, I was hoping somebody had experience with this. I picked up 0187 and VTEC is not engaging. I do not hear it or feel it. Everything is stock. Motor, intake, header, exhaust, etc.
Stock idle and no CEL.

Does anybody have any clue on where to start looking?

I searched with no success, thank you,

Oil level ok? Water temp ok? VTEC solenoid plugged in to loom (lmao)?

make sure the solenoid is working correctly, refer to below link for more info:
