Does the motor turn over by hand like with a socket on the crank pulley

ok well what i would do is pull the starter out and leave it hooked in the car and have someone try and crank it and see if it spins out or not ?
also im not sure if your bay was painted ?? sometimes paint gets over the battery ground and it doesnt work also this just happened to me i put my motor in had the ground on the tstat housing but not on the tranny or valve cover and it did the same thing just hope some of this helps i know the frustration of electrical problems

Glad to hear you fixed the problem.

FYI -- The starter has no ground wire attached to it. It only has two power wires, one for the solenoid and one for the motor.
