Default h22 obd2-obd1 no vtec

ok so i have a 96 accord with a jdm H22A it. has a jumper harness to a p08 ECU and vtec is not opening. any advice on the change form obd2-obd1 will be appraciated. thanks

How's your oil level? Is the engine warm when you try to engage VTEC? Also, do you have a dented oil pan? Cause that cause VTEC not to engage due to oil pressure. And how sure are you that the P06 ECU is converted to a VTEC ECU?
