Default E-brake problem 97 civic

Ok so i am currently putting together my little project.. Its 97 dx sedan.. So i currently installed my rear disk brakes which came off an em1 so i know i have the correct cables. But when i engage the lever the left side is engaging but i can still spin the the hub. I already have tried adjusting. And nothing changed.

Also this little piece is pulling crooked left side being higher..

The star adjuster may be adjusted differently on one side than the other, or the pads/drums are worn differently.

That star adjuster would be on the caliper?.. I just put on brand new pads.

Never mind about the star adjuster. I forgot you had rear disc brakes.

Get the engine running first so that you can do the self adjust. Then go from there.
