Is it Normal for the idle to rise when pumping the break
I apparently have a vacuum leak, the infamous idle up and down...
does this have anything to do with it

it's very normal. The brake booster is tied into vacuum. by pressing the pedal multiple times it consuming some vacuum that affects the idle of the engine.. no biggy.

I learned about this back when I took driver's ed. Some cars use to have an on dash choke, then they started tying it into the brake pedal. On my carburated '86 samurai I pump the brake as the choke to help start the engine if it is cold or hasn't been started in while. Will work on your Honda too if it is hard starting.
