Default ELD?

I have a weird problem with my 97 coupe, where basically it runs like trash at night time. It seems to have to do with my lights. Although it also seems to happen when I turn the AC fan on (although i dont have AC atm so thats not common). My car will start to die and it will start retarding the timing and flooding itself with fuel. I check the voltage on the battery and when its like this its around 13.1-13.2 volts @ the battery. Also if I drive alot at night time my battery will get low and I will have to get jumped to get it to start again.
I replaced my alternator and I have the same problem. I have no CEL's but I have a p28 running EcTune and I usually dont see any CEL's unless a sensor pops off completely.

So I was figuring now that the ELD is bad. Where is the ELD exactly and how do I access it? I read some stuff in the manual about testing it but it doesn't exactly say where it is.

Its in the fuse box under the hood, or main relay box whatever you want to call it.

There is a way to jump it, or build a switch so when you are driving at night time you can switch it off, but more than likely if its retarding your timing that much it needs to be replaced. There is also a guy that wrote up how to build a bypass relay for it, i'll see if i can find it.

Nope the battery is brand new. Due to this problem I killed the cells on my old battery. -.-
