Default camshaft install TDC

Im building up my LS VTEC, putting the cam shafts in I just want to confirm when I have the intake camshaft in are the intake valves supposed to be opening/open on I believe its cyl#4? I've done a few google searches and my search on here is aparentlly not working atm.. thanks

match the crank notch with the mark on the timing cover over the oil pump.

Already done, but thanks. I'm trying to install the timing belt but when I go to set the intake cam to top. The third cylinder opens is that normal?
