oh it goes to where the rack gets bolted to your subframe.. theres like 2 bolts that hold the bracket on, and that goes in between the bracket and the pipe

 

looks like the #4 bushing

Actually your description gave the general idea and his diagram confirmed. Why couldn't ENergy Suspension include that diagram as the installation instructions. They told me where to put the other bushings but not that one.
