Default 99 civic gsr swap bogs in low rpms

My car started bogging in low-mid range power, I have a b18c swap, stock gsr air box, stock gsr intake manifold, 2.5in magna flow exhaust, I replaced the cat and o2 sensor, also just passed emission testing last week. The only problem I can find is that the obx 4-2-1 headers are shooting out air in the middle gasket, could the headers be causing this problem?

I popped off my spark plug wires, and the last plug had liquid inside it, not oil..
Could one of my spark plugs be bad?

Well I cleaned it out(it was water in there) and car drve fine had a few hesitations, and I put lubricants on the spark wires, and it hasn't bogged on me yet.. My car doesn't burn oil, and doesn't blow any smoke.. Is there any products you guys prefer that clean out the fuel system??
