So the obvious is the AC is working. What I see and hear is the AC fan doesn't kick on, the clutch on the compressor kicks on and off repeatedly and from inside the car there is a strange whining/whistling noise when the AC is turned on.

I would appreciate peoples thoughts as to what my issue or issues are.

This is the problem. Check the fan relay and run power and ground wires directly from the battery to the fan to see whether it works.

 

Ok, will do. Would the fan not running cause the other problem(s)?

Just a final update for anyone needing this as a troubleshooting reference.

They main issue here was the condensor fan not running. Was it the fan was bad, the relay not working, blown fuse or a broken wire.

Fuse checked ok, relay checked ok, jump the fan to the car battery and it ran. So why no 12V at the fan. I found 3 connectors the fans 12V signal runs through between the fan and the under hood relay box. I lost continuity of the wire at the connector closest to the fan. I ended up just cutting the wire before and after the connector and using butt crime on style connectors to reestablish the 12V signal to the fan.

Put a can of freon in here and happy happy.
