1994 Civic DX , starter won't turn over

Default 1994 Civic DX , starter won't turn over

My Civic won't turn the starter over with the key. I have had the starter and batterey checked at the local store and they pass. I have checked the clutch switch and it passed also, even though I would like to by pass the switch if I knew the correct wires to bypass, unhook and/or ground. I was checking the starter cut relay switch and now I can't get even get the dash lights to come on now. Before the starter relay issue I could get the starter to click as it was getting voltage but it still won't turn over. I had pulled the connection to the starter cut relay and hooked up wires to bypass the starter cut relay, the starter solenoid would click , but not turn over. What can I do to get m y starter to get to turn over ? I did get a new wire harness from the ignition switch down to the fusebox and connection under the dash. Thank you for any help.
