Do not load it up with primer.
If you do this you could get to much film build and the paint will fail.
Plus primer/paint is always shrinking.Primer filler shrinks really bad.So if you load it up with primer and then sand it smooth after a little bit the primer will shrink and you will see little spots or specks through the paint after you have finished painting.

The way to fix it depends on what grit the scratches are?
If they are courser than 180 grit you will need to sand the scratches until you get them to 180 grit or better than go over it with a red/gray scotch brite and it will remove the little fuzzes. Then prime it block it smooth.
The little fuzzes are parts of the plastic the are no long flat with the bumper they are the material that was taken out of the scratch.
