i searched garage paint but most of the topics were about actually painting your garage. i think that if i sparyed a layer of primer on top of the spray paint, the primer might not stick to the spray paint so good, even if i wet sanded the spray paint. plus im thinking that the spray paint isnt sticking very good onto the original factory paint anyways. should i just sand the spray paint off and add a layer of primer? if i used paint remover, wouldnt it eat through to the metal or will it just eat through the spray paint?

If you use Aircraft paint remover, the brush on kind, your gonna be left with bare metal. Then you have to deal with surface rust if you dont prime it soon, etc etc.

Just sand the whole car down with like 220 to bring down the spray paint, grind down whatever spots you have to do bodywork/filler/finish putty on, do all that. Finish sand with 400 and then spray primer.

i have some aircraft paint remover left over from stripping my rims. i figured that it would eat through to the metal so i didnt try it. i am going to try lacquer thinner on the fender and see what happens.
