Gsr idle problem fitv?

Very recently i started having a idle problem, my idle was set at 1k but now in neutral sometimes it goes from 1k to 1500 rpms.
I have screwed down the valve in the fitv, now the surge has decreased but is still there. The surge is not constant, sometimes it holds 1500 rpm for quite a while.
With the engine fully warmed up I still have suction on my bottom port in the throttle body. If I cover both holes in the tb my rpm decreases but the engine still runs fine.
Should I order a new fitv or is this a vacuum leak issue?

I ordered a new fitv the old one the needle wouldnt move even after putting near boiling wAter in the coolant ports of the fitv
