Default Issues with my 95 automatic dx 2 door - CEL code 0 and cluster gauges don't work

Everything is stock, My ecu is reading code 0, My cluster gagues don't move, but all the lights come on. And on top of all that my 9th 10th 18th 19th 20th 21st and 22nd fuses show they are getting no power. According to my diagram of the under dash fuses most of those are for my headlights, which work... just fine...
Another little tidbit is that whoever had this car before me installed a sound system and there is a lot of what looks to be shoty work under the dash. Was wondering if anyone here had some advice for me to get everything up and running? Also was wondering if the bad wire job could cause the ecu error and the cluster issues. Thanks in advance, Mike.

Code 0 (defined by CEL remaining on steady both without and with the service connector jumped) - indicates ECU power or ground problem when engine will not start; begin by checking the three main relay fuses and the G101 ground attached to the thermostat housing.

Ive checked every other fuse and everything, was wondering if bad wire job could produce the code, want to know before I run out and get another ecu.

Check the ground on the back of the thermostat housing on the engine, make sure it's clean and tight.

Yes the ground is tight and clean. There is another wire that goes into the little wiring hose compartment next to the ground with a little yellow fuse in it, I don't know if that's important but i figured i should add all the info i have.

ecu could be fried... as they said either power or ground problem to the ecu or ecu is fried. if u know a friend with an ecu to borrow try that.

Ok well what of my other problems? I gotta get a new ecu because all my friends race their hondas and they are manual where as mine is auto because its for my girl.

Try another ECU, a manual ECU will start the car fine.

I'm not convinced that you know how CEL code 0 is defined. If the service connector is not shorted with a jumper wire, does the CEL remain on steady with the key in ON(II)?

Gauges - check whether 10A dash fuse 15 is blown.

In general, dash fuses don't get voltage unless the key is ON(II) or the light switch is on.
