is it normal for a window regulator to be like this ??

i have never messed window regulators til now, i took the door panel off and was getting started on installing a new drivers side door window, cause mine was broken into.
i went to inspect everything before starting the install to make sure the regulator was in good working condition and if i could use it or not.
i wanted to describe how the it was on here so people can tell me if it sounds like its good or if its bad, so i know if i can use it or if i have to get another one. just to get a confirmation from people on here.....
just so you know, ... this is a door with no window cause it was busted and just has plexi-glass temporarily, so there is'nt a window attached inside the door going to the regulator, and maybe since there is not a window attached bolted to the regulator, that it might explain why it seems loose to me ? cause maybe when there is a window then the regulator does'nt move and is fixed in place between it and the body ? (just a thought).....
so, first i detached the window mounting tabs that were from the broken window cause i was going to use them with the new one i got, and then i just looked at the regulator and felt the parts on it, and it just seemed weird to me cause the metal strip going across on the bottom of the regulator was able to move from side to side freely, but still kept attached, it was right below that "X-shaped" part of the regulator and the bottom legs of the "X" shaped part attaches to the bottom strip piece i was talking about,
also it is loose where you can wiggle it forward & backward, (like if you grab it over the front of it and tilt it back towards you and then inwards away from you),
and i was just expecting for a window regulator to be solid and to be a part that is securely mounted together with bolts and stuff, and i just did'nt know if that looseness of that bottom part meant it was bad and that i could'nt use it or if it is fine, and i needed to confirm with people on here, just so i can get on with the next step and either just start with the install or go to find and buy another regulator.
