can I get rid of the charcoal canister safely and without any adverse affects on the car?what do you do with the hoses leading to it then
You can, the worst side effect will be pressure build up in gas tank (can be eliminated by vented cap). Plug/ cap all the lines obviously. Don't you have inspections in PA? That should be enough to fail you.

The "sensor" (actually a solenoid/valve) is just for the purge valve on the canister - you could just leave it there, I have just left it plugged in but removed all lines to it from the manifold.

It's not an active "sensor". As stated before it's not even a sensor... The computer doesn't have a checking system in place to be sure it is even operating properly. It just says "hey you, open up"... Kind of like the Cops.

wow well after I get my car inspected I might eliminate it. In 3 years I could make my car an antique and never have to get it inspected again. any ideas where to get a vented gas cap to fit our year civic?
Any parts store typically sells vented, but if you can't find one then no big deal. You will just hear a hiss when you take off your gas cap. I personally ALWAYS remove my canister because I turbo everything.
