Has the odometer been tampered with? If the speedo works, you may have to replace it or the cluster..

this happened to me a few years ago with my integra. I contacted Acura, they told me I can bring the car in and they will try and figure it out, but it was cheaper to find a replacement with approx. same mileage. And i was able to sell my other one with the broken odometer on ebay to someone that said they could fix it.

i had the EXACT same problem with mine about a month ago...
i changed the oil and oil filter and all of a sudden the Trip and Full odometer just stopped but everything else worked fine (speedo/tach/fuel/temp)

it just recently started working again.

How: I had 3/4 of a tank of fuel in my car and went to go fill it up and it just started working

i don't know how but that fixed it?
Just a random mishap.

What is your mileage stuck on?
mine stopped at 11100 on the head lol. but like i said, it started working again.

I Never tampered with the cluster nor did a fuse blow.

I hope this helps somehow.
is this an Si cluster on another Civic or what?

Yeah, my integra had all of the same symtoms yours did. It just never started working again. But I took it out after 2 days of it not working. And mine stopped right at 199,999 on the dot. Was really weird.

fixed it. took the cluster out and took the front plactic off it and just moved the last number on the mileage up one then the rest finished moving to 120000. guess the gear wasnt strong enough to move 5 numbers at the same time and got stuck as it was going from 119999.

yeah sometimes when it gets stuck like that all you have to do is you just move the gears (you dont have to take it completely apart) just use something small to get in there, thats what happened to mine but since it was a used si cluster i dont know if someone tampered with it before works fine now tho
