To do everything "right" and by the book, you're looking at around 2k.
Thats pistons/rods and machine work for the bottom end. GE sandwich plate with everything needed to run the setup and a few other nicnacks.

For $2k. Wont happen. I am not saying it cannot be done. I am looking from my point of view. My b20v will cost around 4k depending on what cams i will get. So far i am at:

b20b block-70
ls crank micropolished/balanced, cp 84.5mm 12.5CR pistons,eagle rods as a combo for 550
alaniz Pnp b16 head-400
supertech exhaust flatface valves-50 new
oem itr intake valves- ~120
cp rings-100
arp head studs-100
aem ems-500
private label v2 header 350
total-2240$

still have to get:
clutch- ~400
id1000cc injectors for e85-500
cams- 500-700
machine work/balancing etc-500ish
blackworks vtec kit-100
oil pump/water pump-150ish
headgasket-100
bearings- oem 300 or acl 120
b16 vic x IM 300
and most important tune- 400
total- 3100

holly ****. so around 5-6 k to build it properly. scratching my head.

RS pistons and eagle rods will probably be around 500-600
440cc injectors around 100-200 depending on where you get them from
Machine work for the block will probably be around 300-500
He can use the oil/water pump from his gsr
Vtec kit is around 100 bucks.

He has a header and a manifold already, no need to change it out right now, if he's just looking for a basic bump in power, 2k will be able to do the swap, while using some of the parts he already has on his GSR.
He doesn't need to change his valves out, rather just get the head cleaned and a proper valvejob done on it.

From there he can decide what he wants to do, Cams will require a valvetrain upgrade, if he wants to go that route.

Majority of the important parts to get a actual running b20vtec while including parts from his GSR will be right around 2k if done correctly.

True that. That was my original route. To get rs machine itr slugs and then ls rods and ls crank. Then a friend of mines offered me his ls crank, eagle rods and cp pistons for 550. I picked it up with out further toughs.

OP Good luck on your build. What i posted is a b20v from scratch. So don't think it will cost you 6 k to build it. lol

I would include parts from my b18c1 as-well butt dont want to run a oil pump and water pump that have 140k miles on it.

This is true, however, rebuilding a oil pump is pretty simple and as long as the water pump doesn't leak and spins freely, there shouldn't be a issue there neither..

So how much hp am I looking at to the wheels with the 2k price using my parts? My gsr runs strong with no issues minus the rings are bad but that won't be a issue with me using a b20 bottom end.
