Top hats can be useful when the car is lowered to the point where the shock is too close the the limit of its travel, reducing effectiveness. they will give you about another inch of shock travel.
Eh b18 are not too much more than D's. A little. Pick the rates based on what you use the car for. For street use, 400-500 is a good number for a stiff, but livable ride. its pretty much near the upper end of street rates for most people.
B's really aren't much heavier then the D's. And if you removed A/C,P/S you are very likely the same, if not a pound or 2 heavier.
For a daily I would be looking in the 450f/350r range. 350lb is a decent spring to have out back, you'll definitely feel it, but it wont be back backing. Getting into the 450lb in rear and you are really starting to effect ride quality.
Lower then 2'' top hats are worth looking into for the front, the are not needed in back.
How low are you planing to be? Are you only DD'ing or, with some autoX mixed in?
