Default VTEC PROBLEM !!!HELP!!!

so the other day i noticed a big difference in a power loss of my car. i have a 97 civic with a b18c in it with type r cams. the power loss is when vtec engages it has no pull but i hear it engage. the weird part is i thought vtec was only supposed to kick in while driving and under a load. so i tried to rev my car up at idle and vtec will not kick in and it revs up smooth. so i start driving my car and hold the clutch in and rev it up slow and vtec kicks in and when it does my car bogs bad. i know it is not supposed to kick in when i rev up sitting still or driving. so i tried to change ecu, and distributor and that didnt fix it. so i have no idea on what could be the problem but i need help to figure it out. has any one had this problem or know how to fix it please let me know thanks

you might have a clogged catalytic converter or your ignition timing may be off. perhaps you need a tune up!
