Just to clarify a few things... you:
1) live in the USA
2) have a RHD car you'd like to license to use here in the USA?
3) Are asking what is involved, e.g. parts, tasks, etc?
OR
4) You have a 94ls manufactured for the USDM and you want to turn it into an RHD to use internationally?
No criticism... just want to head down the right path with ya.

he clearly said he wants to do a rhd conversion... clearly means he has a usdm left hand drive atm.. how can you mis understand his post?
he wants to know what he has to do to KEEP it legal and not get it crushed or impounded because of the cali laws being so strict.

buy the swap from a legit place with all the paper work, do the work, retaining your factory vin in the door. keep all the paperwork from the donor car with the vin numbers printed. have it inspected. shouldn't be different than any other state that does vin checking.
i would have the vin of the donor car checked first to make sure it wasn't stolen.

It seems to me that it might be a lot cheaper to simply buy from an importer a 25-year car that's already RHD. Admittedly, at the moment, that takes you down to the 1st gen 'Teg, or 1986-1987.
The 25-year mark is significant, because it's at that point where you no longer need EPA or NHTSA compliance, which removes 99% of the legal hassle.
