Default b16 swap timing off

i have a 90 dx hatch. just put my b16 back in. i tried setting the timing with my timing light and the pulley marks arent lining up. they are on the oppisite side of the timing cover marks where they should be. now i had no prob timing it before. cam gears are lined up, belt didnt slip, piston at tdc. only thing i did was reinstall the dizzy. it only goes on 1 way cause of the offset drive gear so its not backwards. this dizzy came from dist. king and i did notice the rotor has no spot for A set screw in it. it isnt even made for one and seems to fit a bit loose on the dist. shaft
