Default Does oil need to be forced through the turbo?

I've had an IHI RHB5 VJ14 sitting around for a while and it's always been presumed to be in working order- spins freely, minimal shaft play, no signs of leaking seals. So anyway, I've been getting around to actually using it, and decided to drop some oil into the feed hole of the center section... and some more oil... and some more oil... 'till it was topped off, but nothing was coming out the drain. Does the oil have to be forced through, or is my center section toast?

Thanks.

I did the same thing with my turbo when it wasn't on the car...cept, I dropped some oil in, would spin it and it would go into an endless void, then I'd repeat and after a pretty large amount of oil, probably a couple capfulls, was poured in it came out...I also did this with a leaf-blower on the exhaust housing...kind of amusing
