Default car surges after swap

my car surges and then when i try to give it throttle it just surges faster and when i drive it, it will not go past 2500-3000, this swap is in a 93 civic dx with a d16y8 and i did a auto to manual conversion. i just need to know some things to look at for a starting point. i have already tried ecus. if you have any questions that need answered to help you help me ask away

We really need information. We need to know what ecu's you used and what all you've tried already. 99% of the problems I see after swaps is ecu/harness related.

Why are you not using a P2P? The P07 is for a 92-95 OBD-1 Civic VX.

Or p28. Loading a y8 map onto it is most likely going to be needed.

i checked for cels and found 2 one for tps and one for iacv. would my problem be caused by the iacv not being connected or if the tps is bad

I would assume since that is the CEL's it's throwing then they need to be addressed. When I had a bad IACV it would idle up and down, but drive fine. However, when I had a vac leak it would surge like you are describing which is also indicative of a bad TPS.

Pick up a new TPS and set it correctly... i think the voltage with the ignition on should be 0.5v closed and 4.5v at WOT

yes, the TPS possibly. Is it possible you have the TPS and MAP plugs swapped backwards?
