96 hatch, d16z6 turbo throwing cel 21? Help
I have a 96 ek hatch dx with a stock d16z6, Garrett t3 turbo, oil sandwich plate, 3 bar, tuned on chrome on 7psi, chipped p28, obd2a-obd1 conversion harness, gsr engine harness, 630cc injectors (siemens), walbro 255 pump, d16z6 distributor, tial knock off wastegate with tial internals. I have been fighting this issue with it still throwing a CEL 21, which is vtec spool valve. I first thought it was me taking the oil from the pressure switch and robbing too much pressure so the valve wouldn't open, but have since moved it to a sandwich plate kit. I have changed the vtec solenoid 3 times and no change. I checked the wires from ecu to the plugs on harness and they all have continuity. I'm lost as what to do next to try and solve this problem. Do I need to buy a new ecu, or a wiring problem? Any help is appreciated on this as the car has been down now for awhile and I would like to get it up and running right before I start driving it daily. Thanks
wouldnt the gs-r engine harness be a good bit different than the ej6 harness, like a two piece engine harness or something vs a single piece harness? i would have just used the stock dx harness and repinned for vtec and such, added obd1 injector clips... its pretty easy

Use neither. Both of those designs are two piece and the "EK" is a one piece design. But here is the troubleshooting methods for code 21:

I was told it was a gsr harness but now looking at it I have no clue. It has the knock sensor and another plug, so maybe it's a y8 harness and it's a one piece harness al the way to the ecu. I have checked the continuity on all the wires from the solenoid through the conversion harness and they are all good. Vtec solenoid clicks when power put to it. Maybe my head is bad?? I'll have to check all the grounds to the solenoid like he suggested and see if maybe one isn't good. That write up is for obd0 so is it the same for obd1, I would think so but just want to check first. Thanks for the replies and I'll keep it updated as I go.
