fuel injectors have 12v power to both wires when ignition on..help

ok heres the deal all four of my fuel injectors have 12v power to both wires when ignition is on position and power does not cut off like it should when u crank the motor. but power stays on and fuel injectors stop running for a short time but theres stil 12v power between yellow and the signal wires. so when i go to start it up it has a hard time starting up it sputters and then it runs but so rich, like theres too much gas and flooding out the motor....why is this happening?

and there is strong spark from plugs and the distributor...ok but i dont understand is that when u prime the injectors...or when you have the key on the on position which is ON(II) there should be no power after a short while.... until you crank motor over...see what i mean..some what. so when you crank it over the power supposed to come back when engine starts...when it starts up and runs then the power is supposed to be on constantly from both wires...the injector wires are not supposed to have power on when ignition is ON(II) position for a long period of time without cranking the motor...kinda hard to expalain but best i could type it out thanks

yes correct only for two seconds thats it but it doesnt do that it has constant 12v then when i go to start it it its so much fuel spitting into my motor because of the wire have constant power then my engine runs rich as fawk....this is a confusing problem do you think it could be the ignition switch not telling the ecu ground signal to stop sending power?
