b16a horrible gas mileage? no cat?

I recently bought a 97 coupe with a b16a . I noticed that my gas gauge goes down really quick, not because i pop the occasional VTEC, but just around city driving. I assumed there was a cat because there is no c.e.l. i looked underneath and its just a dc header going into a pipe with a sensor in the header. Could this be the reason? also where can i get a good enough cat that will keep my gas mileage normal?
missing cat should not cause poor gas mileage, if you don't have a cat and its obd2 and you are not getting a CEL, I would assume that the ecu is either a chipped obd1 ecu with poor map or the Cel light wire has been clipped

The c.e.l light works in teh beginning when i start the car. it lights up but dissapears.

Sounds like you have other issues besides gas mileage. If the cluster isn't working properly how do you know the gas indicator is reading correctly?
x2 I get 35+ on the hwy in 5th doing 80mph on 600 mile road trip with a jdm b16a and trans, I don't know why everyone thinks it's so bad on the hwy, the rpms are high but thats the way this motor is designed to run, unless you have a loud exhaust b16's are great on the hwy
If what you're claiming is accurate then you are only getting a little over 3 miles a gallon (3.33)? That's approaching the mileage of an M1 tank!
how do you figure that? My turbo LSV w/ S4C tranny got 27mpg city and 34 highway, and Im not a light footed person. Shorter gears around town will get good gas mileage, hell up to 65mph on the freeway your still sitting pretty.
Get gas and divide the mileage you've driven since your last fill up by how many gallons you put in to determine your actual mileage. I've never heard of a Civic getting 4 MPG or an anything like that. Even when I autox I get in the high 20s although I'm rocking a D series.
